Address Bundles and Regulatory Bundles help provide the information needed when purchasing and provisioning phone numbers.
- Address Bundle: Stores the business or individual identity and physical address associated with the phone number.
- Regulatory Bundle: Stores compliance information and supporting documents required for certain countries and number types.
Which one do I need? • If you are purchasing a phone number in the United States or Canada, a Regulatory Bundle is not required. • For other countries, regulatory requirements vary by country and number type. You may need a Regulatory Bundle in addition to an Address Bundle. • When a Regulatory Bundle is required, follow the applicable requirements for the country and number type you are purchasing.
Auto-population of Business Details
When creating a new Address Bundle, fields are pre-filled using data from the location profile when available. The following fields can auto-populate and remain editable:
- Business name
- Address line 1
- Address line 2
- City
- State
- Postal code
If any location data is missing, the corresponding fields remain blank and can be filled in manually.

How to Create a Regulatory Bundle
Step 1: Navigate to Regulatory Bundle/Address
Navigate to the desired Sub-Account in your HighLevel Agency Dashboard.
Open the Settings navigation menu on the left side of the page
Choose the tab labeled Phone System on the left
Select the tab labeled Regulatory Bundles at the top

Step 2: Create a New Address Bundle
Click the blue button in the upper left labelled + Create

In the bundle selection popup, review the two available options:
Address Bundle: stores business identity and address details
Regulatory Bundle: stores country- and number-type-specific compliance detailsAddress Bundle is selected by default to help streamline the most common setup path.

Fill out requested business information including Business/Individual Name, Full Street Address, City, State/Province, Postal Code and Country
Click on Submit.

Step 3: Create a Regulatory Bundle
Click the blue button in the upper left labelled + Create
A popup will appear with the options of Address Bundle or Regulatory Bundle. Select Regulatory Bundle.
Using the Select County dropdown menu, select the desired country
- Using the Select Number Type selector, choose the type of number desired
- Fill out requested Business Information.
- Upload Supporting Documents.
Note: While not all countries require documents, many do. Required document types and rules vary based on the country and usage. - Submit bundle for review

Assigning a Regulatory Bundle to a Phone Number
Once a regulatory bundle is approved, it must be assigned to the number you're purchasing. This step is required to activate regulated numbers and verify compliance before use.
Click on Settings from your sub-account.

Click on Phone Numbers.
Click + Add Number button and select Add Phone Number from the dropdown.
Select the desired Country and a Number.
If the number requires a regulatory bundle, you'll see Required under the Address Requirement column.

Click on the Proceed to Buy button.

Use the dropdown to assign your approved Regulatory bundle.
Click on Proceed to Buy button to complete the purchase.

Manage & Delete Bundles and Addresses
To reduce accidental removals and protect active services, bundle and address deletion now includes safeguards.
Deletion confirmation modal
- When deletion is initiated for a Regulatory Bundle or an Address Bundle, a confirmation modal appears before the action completes.
- The modal clearly displays Type, Country, and Bundle ID so you can verify the correct item.
- You can confirm or cancel the deletion from the modal.

When Deletion Is Unavailable
Deletion is restricted when a bundle or address is already tied to an active dependency. This safeguard helps prevent accidental disruption to provisioning and compliance workflows.
- If a bundle or address is currently in use, the delete option is disabled.
- HighLevel shows an explanation in the UI so the user understands why deletion is blocked.
- Remove or update the dependency first if a different bundle or address needs to be used.
