A2P Campaign Registration: Step-by-Step Guide

Complete A2P 10DLC Campaign registration using Quick Setup or Manual Setup to ensure carrier approval and maintain SMS deliverability.

This guide walks you through A2P 10DLC Campaign registration in HighLevel, including how to choose between Quick Setup and Manual Setup, select your messaging use case, complete consent requirements, and submit your Campaign for carrier review.

Campaign registration is required after Brand registration approval to send SMS messages from standard 10-digit local phone numbers in the United States.

Before You Start

Your Brand must be eligible to continue into Campaign registration. Campaign registration is required after your Brand registration is approved.

If you are completing Brand and Campaign registration in one workflow, HighLevel will guide you into Campaign Details when the Brand portion is ready to proceed.

Important

You must have an active HighLevel account, approved Brand registration, and a business website accessible to carriers for verification.

What is a Messaging Use Case?

Your messaging use case describes the primary purpose of the SMS messages you send. Carriers require accurate use-case classification to filter spam, enforce compliance, and maintain recipient trust.

Review the A2P 10DLC Campaign Use Cases article before selecting a use case if your messaging includes more than one purpose or you are unsure which category applies.

Messaging Volume Options

HighLevel offers two messaging-volume options for standard Brand Campaigns. Your selection determines daily throughput capacity and associated fees.

Important

Low Volume Standard Brand is a messaging-volume option and is different from the Low Volume Mixed Campaign use case. Selecting one does not automatically select the other. Refer to current HighLevel documentation for exact daily segment limits and fees.

Quick Setup vs. Manual Setup

HighLevel offers two paths to complete Campaign registration. Choose the method that fits your consent workflow and compliance requirements.

Campaign registration opens in Chat Widget Setup by default.

Chat Widget Setup uses a HighLevel-generated opt-in widget and pre-fills Campaign information to help you complete registration.

If your business collects SMS consent through another method, you can switch to Manual Setup from the Chat Widget Setup screen.

Manual Setup supports other consent methods, such as existing website forms, paper forms, lead forms, QR codes, kiosks, and verbal consent.

If you switch to Manual Setup and decide to use the Chat Widget instead, you can return to Chat Widget Setup from the Campaign details step panel.


The remainder of this guide provides instructions for both paths. Follow the section that corresponds to your selected setup method.

How to Access Campaign Registration

There are two ways to access Campaign registration.

If you are completing A2P registration for the first time, you may continue into Campaign Details after completing the Brand Registration steps.

If your Brand is already approved and you want to create another Campaign, you can start from Trust Center. To create a Campaign from Trust Center:

Navigate to Trust Center

Navigate to Settings > Phone System > Trust Center tab. Then in the A2P Messaging (SMS) card, click Brand & Campaigns.


Step 2
Create a Campaign

Open the Campaigns tab then click Create Campaign. From the dropdown, select the brand you want to create the campaign for. After selecting the Brand, you will enter the same Campaign setup flow described in this article.

How to Register an A2P Campaign

After accessing Campaign registration, complete the Campaign setup steps below.

Step 1
Select Your Messaging Volume

The first step in Campaign details is selecting your messaging volume. The available options depend on your Brand type.

If you have a Tax ID, choose the messaging volume option that best matches your business texting needs.

If you do not have a Tax ID, the only available option is Single-number registration. Note that only one number can be linked to this registration. You can change the number later.


Step 2
Enter Campaign registration → Chat Widget Setup opens by default → continue with Chat Widget OR switch to Manual Setup


Campaign registration opens in Chat Widget Setup by default after you complete Brand registration.

Chat Widget Setup uses a HighLevel-generated opt-in widget and pre-fills Campaign information to simplify the registration process.

If your business collects SMS consent through another method, select **Switch to manual setup** from the Chat Widget Setup screen. Manual Setup lets you provide your existing consent method and Campaign information.

You can also return to Chat Widget Setup from Manual Setup by selecting the **Chat widget setup — recommended** option in the Campaign details step panel.


After choosing a registration flow, follow the section that matches your selection:


If you selected Quick Setup, continue to Step 3A: Complete Quick Setup.


If you selected Manual Setup, continue to Step 3B: Complete Manual Setup.

Follow these steps if you selected Quick Setup. For Manual Setup, skip to Step 3B below.
Step 3A: Quick Setup

Messaging Use Case, Widget Setup, and Compliance

If you selected Quick Setup, complete the following information:

1. Messaging use case & website details
  • Messaging use case: Campaign use case types represent the specific purpose of your SMS or MMS messages. Select a use case that accurately describes the nature of your communication. For detailed info on Messaging Use Cases, refer to List of campaign use case types for A2P 10DLC registration.
  • Your business website URL: Enter the website where users will provide consent to receive messages. This should be a live, publicly accessible site that represents your business and matches the information provided in your Brand registration. The website should clearly display your business name and contact details.
  • Age-gated content checkbox: Select this option only if your business sends age-restricted content.
2.Copy & install the widget code

Copy the widget code provided in the Chat widget setup section and install it on your website. Click Copy code to copy the snippet displayed on screen, then paste the snippet into the <body> or footer section of your website. If needed, use Customize widget to adjust the widget before installing it.

Make sure the widget is fully installed and visible on your website before continuing to the next step.

3.Website compliance check

Carriers require that the chat widget is the only form on the page collecting SMS consent.

Do not place the widget on a page that also contains other SMS opt-in forms, such as Contact forms, Lead capture forms, or Appointment forms.



Switch to Manual Setup

If your business collects SMS consent through a method other than the Chat Widget, select **Switch to manual setup** below the Chat Widget Setup screen.

Use Manual Setup when you need to provide a different approved consent method.

Step 4A: User Consent

After completing the widget setup, HighLevel automatically fills in the inputs for User Case Description, Sample Message #1, Sample Message #2, How do Contacts Opt-in to Messages, and the Opt-in Message.

Review the generated information carefully to ensure it matches your business and messaging intent.


Step 5A: Business Website Compliance Checklist

After reviewing all checklist items, select the blue Review Application button. Then click here to move on to Step 6.


Manual Setup Path

Complete Manual Setup


Use Manual Setup when your business collects consent through a method other than the HighLevel Chat Widget.

From Chat Widget Setup, select **Switch to manual setup** to continue with the Manual Setup flow.

Complete the required Campaign details and consent information for your existing opt-in method.


For Quick Setup, see Step 3A above.



**Tip:** To return to Chat Widget Setup, select **Chat widget setup — recommended** from the Campaign details step panel.



Step 3B: Campaign Details

If you selected Manual Setup, complete the following fields manually.

Campaign Use Case — Select the use case that best matches the type of messages your business will send. This should align with your business purpose, the messages you plan to send, and how contacts opt in. For detailed info on Messaging Use Cases, refer to List of campaign use case types for A2P 10DLC registration.
Website URL — Enter your business website URL. This should be a live, publicly accessible site that represents your business and matches the information provided in your Brand registration. The website should clearly display your business name and contact details.
Use Case Description — Provide a clear explanation of how your business will use SMS messaging. Include who is sending the messages, who will receive them, what types of messages will be sent, and how contacts opt in. The description should match your selected use case and sample messages.
Sample Messages — Enter example messages that represent the types of SMS your business will send. These should reflect real messaging content, include your business or sender name, and match your use case. Messages should also include opt-out language such as "Reply STOP to unsubscribe." Do NOT include custom fields or values in the sample messages.
Additional Message Details — Select any options that apply to your messaging content, such as whether messages include links, phone numbers, age-gated content, or financial-related content. These selections help carriers evaluate compliance and may affect approval requirements.

ImportanT

If you have an EIN for your company but you want to use a different brand name for your messages, you can add this sentence "We are doing DBA as [Business_Name]" in the Campaign Use Case.

Make sure the rest of the submission, including the website, Privacy policy, Terms & Conditions, and the business name shown in opt-in form checkboxes, matches the declared [Legal Business Name] DBA [DBA Name]. You can register the same EIN for up to 10 brands.

Step 4B: User Consent

Provide details about how contacts opt in to receive messages by filling out the following fields:

Opt-In Method — Select how contacts opt in to receive messages. Common options include website forms, paper forms, Facebook lead forms, QR codes, kiosks, or verbal consent.
Opt-in Form URL — Enter a publicly accessible URL that shows where users provide their phone number and opt in to receive messages. If your opt-in method is not publicly visible, such as a paper form or QR code, provide a hosted image or public link that clearly shows the opt-in flow.
Description of opt-in flow — Provide a clear explanation of the opt-in process. Include where contacts provide their phone number, what language they see before opting in, whether the opt-in is optional, and what type of messages they are agreeing to receive.
Opt-in Message — Enter the consent language or confirmation message shown to users when they opt in. This should align with your Campaign use case and sample messages and must include: Program/company name, Message frequency (must align with the frequency on the CTA and SMS Terms), Disclosure: Message and data rates may apply, Customer care contact details: Reply HELP for help, Opt-out instructions: Reply STOP to opt-out.
Privacy Policy URL — Provide a publicly accessible link to your Privacy Policy. This page must be visible to users and accessible to reviewers.
Terms & Conditions URL — Provide a publicly accessible link to your Terms & Conditions. This page must be visible to users and accessible to reviewers.

Step 5B: Business Website Compliance Checklist

After reviewing all checklist items, select the blue Review Application button. Then continue to Step 6.


Step 6: Run AI Compliance Review and Submit

Click Review Application to run the AI compliance review.

If any checks fail, review the issue, fix the required item, and click Review Again. You cannot submit the Campaign until all compliance checks pass. Once all checks pass, submit your Campaign for review.

After Your A2P Campaign is Approved

After your A2P brand and campaign are approved, confirm that each applicable phone number is linked to the approved campaign before sending SMS or MMS. Campaign approval does not always mean every phone number in the sub-account is already associated with the campaign.


To confirm your number is ready:

  1. Go to Settings > Phone System > Phone Numbers.

  2. Locate the phone number you want to use for messaging.

  3. Confirm that the number displays the green A2P Verified label.

  4. If the label is missing, link the number to the approved A2P campaign.

  5. Repeat this check whenever you purchase or add another applicable local number.

Troubleshooting A2P After Submission

If your A2P campaign was submitted but the number is not working, use the campaign status to determine your next step.

Approved, but SMS still isn’t working
Your campaign is approved, but the sending number may not be linked correctly or the SMS failure may be caused by something other than A2P registration.
Verify the sending number is linked to the approved campaign and displays A2P Verified. If it is already verified, troubleshoot the SMS error you are receiving.

Frequently Asked Questions

Q: How will this affect Campaign Vetting?
With this vetting process, a newly submitted Campaign will be put in a "Pending" state until it has been vetted and approved in the manual vetting process. Customers can only send compliant messages on the A2P route once the Campaign is fully approved.
Q: What can I do if my campaigns are rejected?
Contact the support team so our LC phone specialist team will help you fix your Campaign registration or resubmit a new Campaign. There are no charges for a resubmission of a rejected campaign.
Q: Are there exceptions to these changes?
Toll-Free messaging remains an attractive alternative to A2P 10DLC. Toll-Free messaging does require a verification process but does not rely on Brand and Campaign registration.
Q: Does HighLevel add a markup (like 1.05×) to A2P fees?
No. All A2P fees (TCR registration/vetting, monthly campaign charges, and carrier per-message rates) are passed through via LC Phone with no HighLevel markup.
